CRYSTAL TOWNSHIP BOARD MEETING
December 13, 2017
Crystal Community Center
The meeting was called to order by Supervisor, Chris Johnston at 7:00 p.m. and followed by the Pledge of Allegiance.
Members Present: Curt McCracken, Patty Baker-Marek, Nancy Mills and Chris Johnston
ABSENT: George Bahm
Public Comment: Public was allowed time to make comments.
Approval of Agenda and Accept the Consent Agenda: Motion by Baker-Marek, seconded by Mills to approve the agenda adding truck sale to new business and approve the consent agenda. Motion carried- all ayes.
Approval of the Consent Agenda: Motion by McCracken, seconded by Mills to approve the consent agenda. Motion carried-all ayes.
Reports: Reports were presented.
Montcalm County: Ron Braman-nothing to report
Fire: Scott Brundage- report presented
DPW: Roger Gooding- nothing at this time
Sewer District Report: Scott Brundage-Expecting delivery of new truck any day. Has been doing Vactor truck work for Sidney and Sheridan.
Duck Lake Improvement: Dick Walthorne-absent
DDA:David Wight---Porch at library is now 99% complete, cost was $5300 contributions as follows Township $500, DDA $500, Historical $2300, Chemical Bank $1000, Carson City Lumber $1000.
--- Requesting approval from the township to replace shingle roof on the back of the library with steel. Local contractor is donating labor, estimate for materials is $2000, $500 from DDA, $500 from Historical, Remainder will be private donations. Township is asking for verification of License and Insurance of contractor prior to work.
---DDA is acquiring the Chemical Building, requesting to be added to the Agenda in January
---ATV Raffle tickets available for the Winterfest 2018 Polaris Side by Side.
---The DDA has established 10 objectives for 2018: (1) Roof replacement at Library
(2) Successful Winterfest (3) Complete Playground Equipment Project (4) Music in Park Series (5) Complete the Library move (6) One new business in town (7) Restoration of Pavilion in the Park (8) Apply for a Grant (9) Complete a 5 year Parks & Recreation Plan (10) Assistance to complete a Master Plan-recommend Bloomer as a model
Montcalm Police Report: Sheriff Williams
Blight Committee: Patty Baker-Marek: Met with Sheriff Williams, the Township Officer will be enforcing the Montcalm County Junk & Rubbish Ordinance. Complaint filed with the Clerk, she will work with County Officer. Next meeting in January to begin work on establishing a Township wide Garbage Pick-up.
Correspondence: Monthly correspondence was presented.
Revision to Building Code
DTE Hearing Notice
Deputy Hours-further research required table until next month.
Police Contract-Motion by Baker-Marek, seconded by Mills to sign the Police Agreement for 2018-2020. Motion carried-all ayes
G. Smith Tax payment: Motion by Johnston, seconded by McCracken to pay the delinquent taxes, error was made in recording payment. Motion carried-all ayes. Clerk will submit to the insurance company for potential payment on Treasurers bond.
Adjustment to Budget Line Items: Motion by Johnston, seconded by Baker-Marek to make adjustments to line items as presented. Motion carried-all ayes.
Truck Sale-Agreed to put the 2016 Ford F350 with Snow Plow up for sale.
Public Comment: The public was allowed time for comment.
-How are the plans and objective of the DDA made available to the public.
-Is important for the public to be part of the Master Plan not just Township officials and DDA
-Bank committee has met and is targeting 4 banks, continues to meet.
Adjournment: Motion by Bahm, seconded by McCracken to adjourn the meeting at 7:40 p.m. Motion carried- all ayes.
